What Part 141 certification means, and what it does not

Under 14 CFR Part 141 the FAA issues a pilot school an air agency certificate after approving each training course it offers: the syllabus and stage checks, minimum hours per course, the aircraft and facilities, and the chief instructor for each course. The school is then inspected against that approval. The practical effect for a student is a structured course with FAA-approved minimums that are lower than the Part 61 minimums (35 hours instead of 40 for a private pilot certificate, 190 instead of 250 for commercial), and a training record that some employers, the VA and some lenders require.

Part 61 training is not a lesser regulation, it is a different one: any certificated flight instructor can train a student under Part 61 with no school certificate at all, which is why there is no FAA list of Part 61 schools and why this directory contains only Part 141 certificate holders. Most students finish a private certificate well above either minimum, so the hour difference rarely decides the bill; the Part 141 vs Part 61 cost analysis works through where the money actually goes.

Certification is not a quality grade. It does not mean the school is VA-approved for the GI Bill (a separate state approving-agency process, and VA funding starts at the instrument rating), accredited for federal student aid, or cheaper. It also says nothing about fleet age, instructor turnover or scheduling. Treat this list as the answer to "is this school actually Part 141?" and then do the pricing homework on the PPL cost page and the financing page.

Two patterns in the data are worth knowing. First, 65% of locations sit under a mile from a public-use airport in the FAA's NASR file, and the median distance is 0.6 mile; a listed address several miles from any airfield is usually a campus or office, so ask where the aircraft live. Second, 107 certificates cover more than one location, so a chain's satellite base may be listed under the same certificate number as a head office in another state; each location has its own page here.

Part 141 flight schools: frequently asked questions

How many Part 141 flight schools are there in the United States?

The FAA's AV-Info facility list, data updated 24 Aug 2026, carries 720 certificated Part 141 pilot-school locations operating under 531 air agency certificates. The two numbers differ because one certificate can cover several training locations: 107 certificates list two or more sites. Counting locations is the honest measure of where you can actually train.

Which states have the most Part 141 flight schools?

Florida (108), Texas (74), California (64), Pennsylvania (30) and Washington (25) lead the list and together hold 42% of all 720 locations. New Hampshire, North Dakota and Rhode Island each have a single FAA-listed Part 141 location. 51 states and territories have at least one.

What does Part 141 certification mean?

A Part 141 pilot school holds an FAA air agency certificate issued under 14 CFR Part 141. The FAA has approved its training course outlines (syllabus, stage checks, minimum hours per course), its facilities and aircraft, and its chief and assistant chief instructors, and it inspects the school. Students at an approved Part 141 course can qualify for a certificate at lower minimum hours (35 for private pilot instead of 40; 190 for commercial instead of 250). It is a regulatory approval of the course structure, not a rating of instruction quality or safety record.

Does a Part 141 listing mean the school takes the GI Bill or federal student aid?

No. VA approval for the Post-9/11 GI Bill is a separate process run through each state approving agency, and only some Part 141 schools hold it; VA coverage also starts at the instrument rating, not the private pilot certificate. Federal Title IV student aid needs an accredited degree-granting institution. Check the VA's WEAMS search and the school directly before assuming either.

Why does the same school appear several times?

Because the FAA lists each training location under its own four-character designator code, while the certificate number stays the same. 107 of the 531 certificates cover more than one site: a main base plus satellites, or a chain such as ATP Flight School with dozens of locations on one certificate. Each location has its own page here, keyed on the designator, with links to its sibling locations.

Why do some schools have no page on this site?

17 of the 720 FAA entries are listed as rows only: 4 have no address in the FAA record, 7 have an address the Census geocoder could not place (PO boxes, campus buildings, one FAA ZIP typo), and 1 is listed under its bare designator code rather than a name. Without a locatable address there is no nearest-airport or peer data, so a page would be an empty shell.
